The European Commission today proudly announces the formal adoption of Directive (EU) 20XX/NULL establishing the N.O.N.S.E.N.S.E. Framework
(Network Of Needless Standardisation and Excessive Evaluation).

The Directive represents a historic milestone in the Union’s ongoing commitment to streamlining complexity while preserving maximum procedural density.

“This initiative is a clear step forward,” said the Commissioner for Horizontal Alignment and Other Things.
“By introducing a unified approach to previously non-existent issues, we ensure coherence, consistency, and at least three additional reporting obligations per Member State.”

Under the N.O.N.S.E.N.S.E. Framework, Member States shall:

  • establish a National Point of Contact for Clarification of Ambiguous Clarifications,

  • submit biannual preliminary draft reports prior to submitting draft preliminary reports,

  • ensure full compliance with Annex VIIb (as amended by Annex VIIb(b)).

The Commission emphasises that the Directive does not impose any new obligations, except those required for its proper implementation, monitoring, evaluation, re-evaluation, and subsequent evaluation of the re-evaluation.

An Impact Assessment has concluded that the administrative burden will be “moderate to substantial, depending on interpretation”, while benefits are expected to materialise in the medium to long term, or shortly thereafter, subject to further studies.

The Directive shall enter into force twenty days after publication, unless postponed for reasons of alignment, realignment, or philosophical uncertainty.
